Federal Student Aid (FSA) is responsible for administering all aspects of the operations for the student financial assistance programs authorized under Title IV of the Higher Education Act. The Program Compliance office is responsible for administering a program of monitoring and oversight of the institutions, guaranty agencies, lenders, and servicers participating in the Department's Title IV programs.

The Performance Improvement and Procedures Service Group (PIPSG) provides support to the School Eligibility Service Group (SESG) and the Financial Institution Oversight Service Group (FIOSG) through the development and review of policy, procedure development and refinement, training, and resolution of difficult matters.

Performance Improvement and Procedures Service Group (PIPSG) serves as liaison to Federal Student Aid’s policy organization to provide recommendations for policy development and communicating policy decisions back to Program Compliance. Performance Improvement and Procedures Service Group (PIPSG) addresses regulatory and statutory changes with the Office of Postsecondary Education (OPE); conducts quality assurance evaluations, coordinates with Technical and Business Support Services Group (TBSSG) in the development of systems and Training of staff in the use of program compliance automated systems; and reviews and evaluates programmatic publications for consistency with established policies and procedures.

KEY REQUIREMENTS:

    • You must be a U.S. citizen. Security Clearance

    • Must complete a One-year Probationary Period
    • Relocation Expenses will not be paid. Financial Disclosure.
    • Driver License. Approximately 1 night of over/night travel per month.

MAJOR DUTIES

The Management and Program Analyst participates in the creation and maintenance of procedures to assist in monitoring participating institutions and financial institutions' compliance with Title IV regulations, policies, and procedures, and in determining the impact of these procedures on staff and participating educational institutions. Prepares, edits, and recommends new and updated business processes and operating procedures; researches, analyzes, and interprets information from agency databases, policy issuances, completed or in-progress oversight reports, and other sources; observes trends and patterns in program violations, and errors; conducts business flow and analysis and prepares flow charts documenting existing procedures; identifies and analyzes issues, problems, and challenges facing the program; and formulates and evaluates possible courses of action. Monitors statutory and regulatory changes to determine their impact on business procedures; and reviews and evaluates operational guidance and drafts modifications to ensure compliance with changes.

Communicates and coordinates new and changed operating procedures; advises on changes to regulations, policies, and operating procedures and assists in implementing those procedures; prepares written guidance to clarify issues and explain technical information; evaluates the information requirements and specific interest of a variety of audiences; tailors the materials to be clear and sufficient to meet their needs; and collaborates with training staff in the release and training of new procedures.

Coordinates the development, refinement, and implementation of automated systems; identifies and defines business and data requirements; and evaluates the potential of new technology for the dissemination of program guidance.

2 - Well Qualified Category - Applicants who have a "WQ" score between 85 and 94.99 exceeds the Minimum Qualification Requirements based on review of resume and vacancy specific questions.

3 - Best Qualified Category - Applicants who have a "BQ" score between 95 and 100 Outstanding level based on review of resume and vacancy specific questions.

To perform successfully the duties of this position, applicants are expected to possess the Knowledge, Skills and Abilities (KSAs) listed below. Your answers to the on-line experience questions will serve as responses to the KSAs.

  1. Knowledge of federal Title IV statutes, regulations, policies, and procedures.
  2. Knowledge of integrated systems, including detection, identifications, trouble-shooting, and reporting system errors and issues.
  3. Skill in data gathering and evaluation, and reporting complex data to management.
  4. Skill in conducting quality assurance evaluation to assess the effectiveness of SESG and FIOSG procedures.

QUALIFICATIONS

(GS-11)

All qualified candidates must have one year of specialized experience equivalent to the GS-11 level in federal services. Examples of such experience may include:

conducting studies of work processes and procedures; identifying organizational problems, reviewing production standards, and recommending solutions; reviewing and evaluating reports and studies on employee or organizational efficiency and productivity, work flow, operational analysis, costs, or equipment utilization; participating in the development of directives; writing reports that include improvement recommendations; and designing, developing, and implementing reporting systems
