Dear Partner:

This letter is a Year 2000 disclosure notice* on the 1999 – 2000 EDExpress version 5.4 (EDExpress V5.4) software package, which contains the Pell Payment module.

The U.S. Department of Education (ED) and National Computer Systems, the software development contractor for EDExpress, are pleased to inform you that the October 1999 release of the EDExpress V5.4 software package, which ED issues to institutions participating in the Federal Pell Grant Program, is Year 2000 compliant. The Product will function accurately related to the processing of date data (including but not limited to, calculating, comparing and sequencing of dates) from, into, and between the twentieth and twenty-first centuries, including leap-year calculations, when used in accordance with documentation provided with the Product release, and when all third-party products used in combination with the Product properly exchange date data with it. Additional information on ED's Year 2000 activities can be found on its web page at http://www.ed.gov.

EDExpress V5.4’s Year 2000 compliance was obtained through assessment, renovation, and testing, as well as the assessment, renovation, and validation testing of the Recipient Financial Management System (RFMS). Year 2000 compliant Personal Computers (PCs), the Title IV Wide Area Network (TIVWAN), an IBM 9672-RB5, and XPEDITER/Xchange software were used to test the following EDExpress V5.4 functions:

Creating and Exporting Electronic Pell Payment Data Records (EPPDs)
Importing EPPDs
Exporting Data Requests
Receiving Data Requested
Importing Electronic Statement of Accounts

The functions listed above were performed with the system dates on PCs set to 12/31/1999, 01/01/2000, 02/29/2000, and 02/29/2004. The RFMS system used XPEDITER/Xchange software to simulate those dates on its mainframe.

Institutions use EDExpress V5.4 to report Electronic Pell Payment Requests to RFMS and receive processed Electronic Pell Payment Confirmation Records from RFMS.
