
Shannon Mahan has served as the Group Director of the Program Delivery Services Group in the U.S. Department of Education’s office of Federal Student Aid (FSA) since August 2021. He also serves as the business owner of the Common Origination and Disbursement System. Prior to joining FSA in 2019, Shannon worked in the Department of Education’s Budget Service for 17 years, operating and maintaining estimation models pertaining to the Federal Pell Grant and student loan programs; and he assisted with the initial development of the College Scorecard. Shannon was also a policy specialist at the Congressional Research Service from 2009 to 2014, providing nonpartisan consultation to members and staff on a variety of policy and program issues affecting Title IV programs. Shannon holds a Master of Public Policy from the Schar School of Public Policy and Government at George Mason University. He is also a veteran of the U.S. Air Force and lives in Arlington, VA.
