Colleen Campbell (they/them, she/her) is a program manager in the Next Gen Program Office (NGPO) at the U.S. Department of Education’s office of Federal Student Aid (FSA). Campbell first came to FSA to direct strategic communications for the Next Gen FSA initiative. After a detail in FSA’s Policy, Implementation, and Oversight Directorate in 2021, Campbell returned to NGPO. Campbell now manages implementation of the Unified Servicing and Data Solution (USDS), which awarded new, long-term contracts in Spring 2023. These contracts are designed to improve the borrower experience, bolster servicer accountability, focus resources on at-risk borrowers, and ultimately provide borrowers with a complete repayment experience on StudentAid.gov.
Campbell began their career as a financial aid administrator, which is an experience that still informs their work today. Prior to joining the federal government, Campbell was the director of the postsecondary education team at the Center of American Progress. Before that, they held roles in research and policy analysis at the Association of Community College Trustees (ACCT) and Institute for Higher Education Policy (IHEP).
Campbell holds a Master of Public Policy and Master of Arts in Higher Education from the University of Michigan.
