FY21 and FY22 Trigger Report (9/5/23)
The Trigger Report provides the default status or "trigger rate" that determines the guaranty agency reinsurance reimbursement in accordance to the reinsurance agreement. As explained in the DCL GEN 21-03, “Expansion of Collections Pause to Defaulted FFEL Program Loans Managed by Guaranty Agencies,” the Trigger Rate requirement for guaranty agencies was waived for FY21 and FY22. As a result, Federal Student Aid will not publish the FY21 or FY22 Trigger Report.

The Reserve Ratio Report provides information on the ratio of the Guaranty Agency's Federal Fund level compared to the Original Principal Outstanding. This Electronic Announcement informs the community that on July 1, 2014 the HEAL Program was transferred from the U.S. Department of Health and Human Services to the U.S. Department of Education as required by the Consolidated Appropriations Act, 2014 (Pub. L. 113-76). From this point forward, the U.S. Department of Education is responsible for managing the servicing of non-defaulted HEAL Program Loans and the collection of defaulted HEAL Program loans.

Top 100 Originators of FFELP Loans for 2010 and 2009
The Top 100 Originators List is based on the dollar amount of new guarantees on Stafford and PLUS loans. It excludes Consolidation Loans. The SAFRA Act, Title II of the Health Care and Education Reconciliation Act of 2010 discontinued new FFELP loans on or after July 1, 2010. Therefore, this will be the last year a Top 100 Originators Report will be published.

Top 100 Consolidating Lenders for 2010 and 2009
The Top 100 Consolidating Lenders List is based on the dollar amount of new guarantees on Consolidation loans. The SAFRA Act, Title II of the Health Care and Education Reconciliation Act of 2010 discontinued new FFEL loans on or after July 1, 2010. Therefore, this will be the last year a Top 100 Consolidating Lenders Report will be published.
