Dear Partner:

Over the past several months, we have provided important operational guidance about the upcoming student loan program changes that become effective on July 1, 2007 as required by the Higher Education Reconciliation Act of 2005 (the HERA), Pub. L. 109-171. As a reminder, schools can find this guidance in several Direct Loan Bulletins, as listed below. All are available on the Information for Financial Aid Professionals (IFAP) Web site (www.ifap.ed.gov).

Special Guidance for EDExpress Combination System Users- Direct Loan Origination Fee Percentage and Direct Loan External Add/Change Files (DIEA or DIEC)

We would also like to provide detailed guidance to all Direct Loan "Combination System" users of the EDExpress for Windows software regarding the Origination Fee Percentage and how it is used to calculate anticipated disbursements when importing External Add or External Change files to originate or change loan records. A "Combination System" user is a school or servicer that uses EDExpress in combination with a mainframe or third-party software to create origination, change, and disbursement records in EDExpress.
