Subject: Disbursement Sequence Number Issue for Some Direct Loan Rebuild Files
Dear Partner:
We need to advise you of an issue that affects Direct Loan Rebuild Files that include records for which disbursement date changes were made before March 15, 2004. Direct Loan Rebuild Files that include records for which disbursement date changes were made on or after March 15, 2004 are not affected by this issue.
Before March 15, 2004, the COD System did not store disbursement sequence numbers for disbursement date changes ('Q' transactions for Phase-In Participants). The COD System stored disbursement sequence numbers only for disbursement amount changes. As a result--
- Any Direct Loan Rebuild File that includes a record (or records) for which your school submitted a disbursement date change before March 15, 2004 may not accurately reflect the previous disbursement sequence number; and
- The disbursement transactions for the affected loan may be out of order on the Direct Loan Rebuild File.
We are not able to resolve this issue because the required data is not available on the COD System. Please keep this in mind when you use Direct Loan Rebuild Files that include records for which your school submitted disbursement date changes before March 15, 2004.
Note: DL Tools version 3.1 will continue to rebuild EDExpress Direct Loan databases, loans, and disbursements. DL Tools users with disbursement transactions that are not in the proper sequence may contact the CPS/SAIG Technical Support at 800/330-5947 or via email at cpswan@ncs.com.
