DLB-03-13Subject: 2003-2004 Promissory Notes and Disclosure Statements

Dear Partner:

In keeping with the Department’s efforts to conduct business on-line, we will no longer issue CD-ROMS for promissory notes, disclosure statements, and borrower rights and responsibilities documents. These documents are now available on the Direct Loan website at www.ed.gov/directloan. From the home page, click on the “information for financial aid professionals” link and then click on “Master Promissory Note” from the drop-down list. Both the Subsidized/Unsubsidized and PLUS Master Promissory Note (MPN) for 2003-2004 are available.

If you want to order a supply of paper promissory notes, contact the COD School Relations Center at 800/848-0978 to place your order. You may place an order now; shipping of the 2003-2004 MPNs will begin April 7, 2003. For schools with an immediate need, we encourage you to print from the web.

Schools that produce their own promissory notes and documents can have them reviewed, tested and approved by sending them to:

Common Origination and Disbursement
Document Testing
P. O. Box 5691
Montgomery, AL 36103

Please make sure the documents and shipping packages are clearly marked: For Testing Only.

To avoid a delay in image processing, please send all signed promissory notes to the following address in Montgomery, Alabama:

Common Origination and Disbursement
P. O. Box 5692
Montgomery, AL 36103-5692

Do NOT send promissory notes to the COD School Relations Center in Niagara Falls, New York.

For further information about the functionality or business rules of the MPN, please refer to DLB 03-02, DLB 03-07 and the 2003-2004 COD Technical Reference, Volume II, Section 1 (Full Participants) or Volume IV, Section 1 (Phase-In Participants). If you have any questions about the information in this bulletin, please contact your customer service representative at 800/848-0978, or via email at codsupport@acs-inc.com.

Sincerely,
