Subject: Direct Loan Exit Counseling Materials
Dear Partner:
As the close of the school year approaches, we want to remind you of the resources available to assist you in ensuring that exit counseling is conducted with your student borrowers. First, we strongly encourage you to have your borrowers complete interactive electronic exit counseling on the Direct Loan Servicing Online web site at www.dl.ed.gov. If your school conducts exit counseling in person or by audio-visual presentation, you may supplement the counseling session with an exit counseling guide that contains all of the required information that must be provided to borrowers through the counseling. We have prepared a new exit counseling guide, incorporating the recent regulatory changes, for you to use with your borrowers.
If you need exit counseling materials within the next few weeks, the new Exit Counseling Guide for Direct Loan Borrowers is attached below in PDF format and is also available on the Direct Loan website at www.ed.gov/directloan. The guide can be downloaded and printed, as you need it. In addition to the guide, we have attached:

A Direct Loan Borrower Information sheet, a convenient way to meet the regulatory requirement that you provide updated borrower information to the Department after the borrower has completed exit counseling

A Borrower’s Rights and Responsibilities Checklist, a means of documenting that a borrower completed exit counseling
If you have other means of collecting updated borrower information or documenting that the borrower completed exit counseling, you do not have to print the attached Direct Loan Borrower Information sheet or Rights and Responsibilities Summary Checklist.
If you have already placed an order for exit counseling materials, we expect to begin shipping guides to you by mid-April. To place an order for guides, borrower information sheets, and/or checklists you may contact Customer Service at 800/848-0978. We will have enhanced entrance and exit counseling materials printed and available for you this fall.
As a reminder, you are required to provide written exit counseling materials to a borrower who withdraws from school without your knowledge or who fails to complete exit counseling. You may mail or, in certain situations, email the new Exit Counseling Guide for Direct Loan Borrowers to these borrowers to comply with this regulatory requirement. However, if you want to email the guide, you must ensure that the borrower has previously indicated that s/he has Internet access and wishes to receive notices, materials, etc. through electronic means. If the student has previously indicated that s/he has Internet access and agreed to electronic notification, you may:

E-mail or mail a notice that directs the borrower to the electronic counseling at your website or the Direct Loan Servicing Online web site; or
-
E-mail to the borrower the electronic version of the Exit Counseling Guide for Direct Loan Borrowers.
However, if the borrower has not previously indicated that s/he has Internet access and agreed to electronic notification, you must mail a paper copy of the Exit Counseling Guide for Direct Loan Borrowers to the borrower.
