Dear Partner:

This is an update to DLB-02-03: Missing cash activity data on January DLSAS/732. The recent upgrade of Grant Administration and Payment System (GAPS) to Oracle Financials has had an unexpected impact. In some instances, payment transactions between GAPS and the Loan Origination System (LOS) are split into two. One of the two split payment transactions is posting to the LOS. Because the other split transaction has the same GAPS Control Number, the second payment transaction is considered a duplicate and isn't posting to the LOS. As a result, some drawdown activity reported on the DLSAS and 732 is less than what was actually received or doesn't match totals reported on Actual Disbursement Rosters.

For example:

XYZ University draws and receives $5,000. The payment transaction to the LOS is split into two transactions of $3,050 and $1,950. While the $3,050 payment transaction posts, the $1,950 payment transaction rejects, because both transactions contain the same GAPS control number and the LOS treats the $1,950 payment transaction as a duplicate. DLSAS and 732 reports show a drawdown of only $3,050.

This issue may not affect all schools.
