Subject: Change in Timing for Printing the Disclosure Statement

Dear Partner:

As of April 21, 2000, we changed the time for printing the Disclosure Statement from
10 days prior to the first anticipated disbursement to 30 days prior to the first anticipated disbursement. This change increases the likelihood of a Disclosure Statement reaching the borrower prior to the actual disbursement.

We mail Disclosure Statements to the borrower's permanent address. If we mail a Disclosure Statement 10 days before the actual disbursement, the borrower is more likely to be located at a temporary address and, thus, less likely to receive the
Statement.

If you have questions or concerns, please contact your Customer Service Representative at the Loan Origination Center.

Thank you for your ongoing partnership in the Direct Loan program.

Sincerely,
