In response to your concerns and suggestions, we have modified the order in which changes within a change record are processed for 99/00 and 00/01. We recognize, appreciate, and thank you for the considerable effort and time that many of you invested in determining how to improve change record processing. The modifications below reflect your efforts. We believe these changes will reduce the number of change record rejects and allow you to send changes that affect eligibility at the same time you send changes to Loan Amount Approved (LAA). When increasing the LAA, changes will be applied in the following order: Changes to grade level, dependency status, the additional unsubsidized indicator, or the HEAL indicator. LAA change. Changes to anticipated disbursements and any remaining changes. When decreasing the LAA, changes will be applied in the following order: 1. Any changes to anticipated disbursements - Note: If the sum of actual disbursements and anticipated disbursements is less than or equal to the new LAA, we will note recalculate the anticipated disbursements. If no change to anticipated disbursements is received, we will reduce any remaining anticipated disbursements, starting with the last one, until there is no difference between the new LAA and the sum of actual and remaining anticipated disbursements. If this isn't possible, the LAA change will reject. In this case, you will need to reduce one or more of the actual disbursements before the new LAA can be accepted. 2. LAA change. 3. Other changes. Remember that within a change record, changes are accepted and rejected individually. Therefore, it is possible that some changes will be rejected and some accepted within the same record.
