Subject: Follow-Up to DLB 99-65 - September Borrower Delinquency Report


Dear Partner:

This bulletin follows up on Direct Loan Bulletin 99-65, entitled “September Borrower Delinquency Report.”
The 1998 HEA amendments changed the definition of default to 270 days past due. Consequently, changes have been recently made to the Borrower Delinquency Report to reflect compliance with this mandate.

Extra delinquency cycles have been added to facilitate the default management efforts of schools for the additional periods of delinquency. Specifically, additional 30 day cycles of 181-210, 211-240, and 241-270 have been added, as well as the new default range of 271-360. All other aspects and features of the report remain the same.

The September 1999 month end report is the first report to reflect the new changes. Attached are the updated record layouts used to make the changes. The updated information will also be in the Direct Loan Technical Reference which you should receive soon.
