Dear Colleague:

The Department of Education (ED) announces the 1999 training series for new and current participants in the William D. Ford Federal Direct Loan Program.

This letter describes the three training series:

· Direct Loan Overview
· Direct Loan EDExpress Software
· Direct Loan Accounting Training (Direct Loan Reconciliation Game)

Please pay particular attention to the descriptions of each type of training when deciding which will most benefit your institution. Please note also that only the 1999-2000 Direct Loan EDExpress Software Training will discuss and demonstrate changes to the Direct Loan module of EDExpress.

The training series begins on April 20, 1999. A
schedule of training workshops and a registration form follow this bulletin.

TRAINING DESCRIPTIONS


Direct Loan Overview

This one-day workshop presents an overview of the procedures involved when a school participates in the Direct Loan Program. Major topics of discussion include:

· why schools participate in the Direct Loan Program
· how schools participate in the Direct Loan Program
· how schools process and deliver Direct Loans to borrowers
· how schools avoid problems, and
· where and how schools find help

Suggested participants: staff at schools that are just beginning the Direct Loan Program, administrators at schools who are considering implementation of the Direct Loan Program, or new staff at current Direct Loan schools

1999-2000 Direct Loan EDExpress Software Training

This training, designed for new and current users, offers a two-day integrated curriculum, combining both programmatic and policy information with hands-on instructions on the EDExpress software Direct Loan module. The session will cover all policies and procedures required for a school to administer the Direct Loan program, including the exchange and processing of data with the Direct Loan Origination Center (LOC). Attendees will receive instruction in the following areas of the Direct Loan process:

· creating loan origination records, including changes to those records
· printing and managing the new Master Promissory Note
· requesting and receiving Direct Loan funds
· managing data and the Direct Loan process
· Direct Loan Servicing issues

Suggested participants: all financial aid administrators and staff who participate in the Direct Loan process

Direct Loan Accounting Training (Direct Loan Reconciliation Game)

In this one-day training course, participants will learn conceptual and practical skills necessary to meet the U.S. Department of Education's Direct Loan reconciliation requirements. Participants will learn how to calculate Direct Loan cash balances and reconcile across business office, financial aid, and Loan Origination Center systems.

This is a highly interactive training course in which attendees will learn Direct Loan accounting principles through games, exercises, discussion and case studies. As a course prerequisite we strongly recommend that you have prior Direct Loan experience or have attended a Department of Education Direct Loan training course. This training is not specific to your Direct Loan software or origination level.

Suggested participants: business and financial aid staff who are responsible for managing cash and booking disbursements in the Direct Loan program.


REGISTRATION INFORMATION


All training will be held in ED’s Regional Training Facilities, as indicated on the enclosed schedule. Class sizes are limited and registration is required. Registration is on a first-come, first-served basis; however, participation by any one institution may be limited to four persons if registration demands exceed class capacity. Trainees should register for the appropriate training session using the enclosed form. Registration will be confirmed. Training will begin each day at 9:00 am and will end at approximately
4:00 pm. If you cannot attend the session for which you have registered, please call the designated contact person so that we can give your slot to another person on the waiting list.

Participants should arrange and pay for their own transportation, meals, and lodging. Your regional contacts will be happy to provide information on nearby lodging and directions to the training facilities. The training and workshop materials are provided at no cost to schools. However, you may wish to bring a two-inch 3-ring binder for the Training Guide.
