PublicationDate: 2/1/99 BulletinID: DLB - 99 - 7 February 1999 DLB 99-07 Subject: GAPS Records and File Layout Dear Colleague: This bulletin provides the file layout for Option 2 schools that choose to draw down via an electronic file to the Grants Administration and Payment System (GAPS). The file layout, which is attached to this letter, will go into effect February 28, 1999. Until that date you should continue to use your current method of requesting Direct Loan drawdowns. The new interface will be with GAPS directly. Please note the following: 1. The file will NOT go through the TIVWAN. 2. This process will require an FTP to an NT server. Please contact Mark Robinson (GAPS) at 202/205-9500, or Bob Greene (LOC) at 703/741-7405. 3. The payment files do not use a message class, but do require headers, trailers and Z record. (See attached layout) 4. N05 and N95 records are not used in this process. 5. Numeric fields are right justified and 0 filled. 6. DUNS numbers are left justified and space filled. 7. This new process will not provide acknowledgements (#J) to schools of a payment request (PY). Once the payment request has been processed, it can be viewed through the GAPS Website.
