PublicationDate: 7/1/98 BulletinID: DLB - 98 - 25 July 1998 DLB-98-25 Subject: Electronic Distribution of the Borrower Delinquency Report Dear Colleague: This bulletin follows up on Direct Loan Bulletin 97-43 that was issued in October 1997. The Borrower Delinquency Report is now being distributed electronically to Direct Loan schools over the Title IV Wide Area Network (Title IV WAN). The report is being distributed under the message classes of EDM499OP and DQBD99OP.DAT and is no longer available in hard copy. The report will generally be distributed by the 15th of each month and is available in the following two formats: 1. Report Format (message class EDM499OP) -- This is similar to the hard copy report that was formerly provided to schools. The report is in portrait format and lists only four borrowers per page by loan type. 2. Data Format (message class DQBD99OP.DAT) -- This allows the data to be imported into a spreadsheet or database. This format does notcontain a loan type header or record field, and records can not be sorted by loan type. Note: EDExpress provides file layouts for the Data Format version of this report as update pages to the Technical Reference Manual. Also, schools will only be receiving this report under the 1998-1999 message classes, but loans for different years will be appearing in these files. If you have not already done so, you must call the Title IV WAN Customer Service Department at 800/615-1189 in order to select the preferred format method for receiving this report. Schools may choose to receive the report in either the Report Format or the Data Format or both. They may also elect not to receive the report at all. If a school does not wish to receive the report, the Title IV WAN Customer Service Department must still be notified. The report will automatically be sent in the Report Format if a school does not contact Title IV WAN to make a selection. Format selection may be changed anytime. Delinquent borrower data will be placed in the mailbox of all current Direct Loan schools in the appropriate report format as long as their Title IV WAN mailbox remains active. The report will not be available to schools with an inactive mailbox. As a result, those schools wanting to reactivate their mailbox must contact Title IV WAN Customer Service to re-enroll and select their preferred report format. Reports for months priorto re-enrollment will not be available. Likewise, schools that have chosen not to receive the report will also need to contact Title IV WAN Customer Service in order to begin receiving reports again and will not be able to receive reports for months priorto re-enrollment. They will need to change their selection preference and indicate the preferred report format. Also, please note that this report is not currently available to former Direct Loan school participants. Plans are underway, though, to provide this service in the near future, and schools will be notified when this capability becomes operational. In the meantime, we regret that we are unable to provide paper reports as a substitute.
