CHAPTER 8 - CERTIFYING BORROWER ENROLLMENT

Essential Questions

- Can I use my Federal Family Education Loan (FFEL) procedures for Direct
Loans?


General Information

Two additional FFEL eligibility functions are also part of the Direct Loan
Program:

- Certification of a borrower’s eligibility as part of the Student Status
Confirmation Report (SSCR) process; and

- Verifying eligibility for student deferments.

Upon receipt of a deferment request, a school verifies a student’s current
enrollment status and completes the certification form accordingly.

Schools participating in Direct Loans are required to report the enrollment
status of Direct Loan borrowers to the Servicing Center.

- Beginning in Fall 1995, semiannually (or more frequently if the school
requests), based on a schedule established by the Secretary, the National
Student Loan Data System (NSLDS) will send SSCRs electronically to the
school. The SSCR will indicate the status of Direct Subsidized and
Unsubsidized Loan borrowers (or students) at the school.

- The school will review the SSCR, update it based on enrollment information
held at the school, and return the updated information electronically to the
NSLDS.

The Department’s software facilitates the SSCR reporting process by
maintaining student enrollment information and enabling schools to create
records for transmission to the NSLDS that report status changes.

Implementation Issues and Management Tips

Because this certification is part of the FFEL Program, no procedural changes
may be needed. You may wish to consult with your bursar or other appropriate
enrollment office.

If a student’s withdrawal or status change occurs when the school will not
receive the SSCR for more than 30 days, consider developing a procedure to
modify the Servicing Center as soon as possible. Also remember to reduce any
disbursement amounts.
