Subject: Updates to the Foreign School Information Web Page
The Foreign School Information Web page consolidates the U.S. Department of Education's (the Department's) guidance and information for foreign schools in one location. On November 20, 2012, we posted updated information on the Foreign School Information Web page.
Below is an outline of the changes made to the Foreign School Direct Loan Setup, the Foreign School Direct Loan Processing, and the Foreign School Assessments sections of the Foreign School Information Web page.
Foreign School Direct Loan Setup
The Foreign School Direct Loan Setup section includes instructions and materials a school will need to complete all Direct Loan setup actions. In this section we:
- Consolidated the information into three parts -- Overview and Contact Information, Instructions for COD System Access, and Instructions for Funding Setup.
- Removed the Participation Addendum because it is no longer needed to complete Direct Loan setup.
- Updated the contact information throughout all documents.
Foreign School Direct Loan Processing
The Foreign School Direct Loan Processing section includes information that a school will need to complete Direct Loan processing. This section is grouped into four major components – Origination, Disbursement, Funding, and Reconciliation. In this section we:
- Updated reference links to the COD Technical Reference.
- Updated the contact information throughout all documents.
- Updated information for how a school now obtains or confirms its Grantee and Payee Data Universal Numbering System (DUNS) Number and NATO Commercial and Government Entity (NCAGE) codes with the System for Award Management (SAM) Database.
Foreign School Assessments
This compliance tool is designed to support a foreign school in the assessment and enhancement of its internal operations and services related to administering the William D. Ford Federal Direct Loan (Direct Loan) Program. In this section we:
- Removed references to Fire Safety Reporting requirements from the Consumer Information references.
- Included new Consumer Information references for the "Financial Aid Shopping Sheet" and Executive Order 13607 - Establishing Principles of Excellence for Educational Institutions Serving Service Members, Veterans, Spouses, and Other Family Members.
- Updated the assessments to reflect the most recent Federal Student Aid Handbook references, recent Dear Colleague Letters and Electronic Announcements, and system URLs.
