The Office of Management and Budget approved the Fiscal Operations Report for 2025–26 and Application to Participate for 2027–28 (FISAP). The attachments below include the final FISAP form, instructions, and desk reference. Changes to the FISAP and FISAP instructions were detailed in a May 7, 2026, Electronic Announcement. In the final version of the FISAP instructions, we made additional updates to capture that user enrollment is completed through FSA Partner Connect.
The online FISAP is now available on the Common Origination and Disbursement (COD) website. The due date for the submission of the 2027–28 FISAP is Oct. 1, 2026.
The 2027–28 FISAP Technical Reference is also available, to provide technical specifications and record layouts for schools or other organizations.
The desk reference provides instructions on how to reset your password, register a Primary Administrator, and includes contact information for assistance. All users should confirm their access is working properly before attempting to enter FISAP data by the Oct. 1 deadline.
