ACTION: Final rule with request for comments. ----------------------------------------------------------------------- SUMMARY: The Secretary amends the Student Assistance General Provisions regulations governing participation in the student financial assistance programs authorized under Title IV of the Higher Education Act of 1965, as amended (title IV, HEA programs). The amended regulations update the Department's hearing procedures for actions to establish liability against an institution of higher education, and establish procedural rules governing recovery proceedings under the Department's borrower defense regulations. DATES: Effective date: These regulations are effective January 19, 2017. Comment due date: We will accept comments on or before March 20, 2017. We may consider the comments received and may conduct additional rulemaking based on the comments.
