ACTION: Notice of altered and deleted systems of records. ----------------------------------------------------------------------- SUMMARY: In accordance with the Privacy Act of 1974, as amended (Privacy Act), 5 U.S.C. 552a, the Chief Operating Officer for Federal Student Aid (FSA) of the U.S. Department of Education (the Department) publishes this notice to revise the system of records entitled ``Common Services for Borrowers'' (CSB) system (18-11-16), originally published in the Federal Register on January 23, 2006 (71 FR 3503). The Department publishes this notice to revise the CSB system of records as a result of amendments to the Higher Education Act of 1965, as amended (HEA), made by the Higher Education Reconciliation Act of 2005 (HERA), the College Cost Reduction and Access Act of 2007 (CCRAA), the Higher Education Opportunity Act of 2008 (HEOA), and the Student Aid and Fiscal Responsibility Act of 2009 (SAFRA). [[Page 54686]] Because the following two systems of records have become duplicative of other systems of records and are no longer needed, the Department also deletes the title IV Program Files (18-11-05) system of records, originally published in the Federal Register on April 12, 1994 (59 FR 17351), republished on June 4, 1999 (64 FR 30106, 30163-66), and amended on December 27, 1999 (64 FR 72384, 72407), and the Student Financial Assistance Collection Files (18-11-07) system of records, originally published in the Federal Register on June 2, 1981 (46 FR 29596, 29649-29650), amended on December 9, 1983 (48 FR 55159), amended on June 18, 1984 (49 FR 24927), republished on June 4, 1999 (64 FR 30106, 30166-30169), and amended on December 27, 1999 (64 FR 72384, 72407). DATES: Submit your comments on this notice of altered and deleted systems of records on or before October 14, 2014. The Department has filed a report describing the altered system of records covered by this notice with the Chair of the Senate Committee on Homeland Security and Governmental Affairs, the Chair of the House Committee on Oversight and Government Reform, and the Administrator of the Office of Information and Regulatory Affairs, Office of Management and Budget (OMB) on September 2, 2014. This altered system of records will become effective on the later date of: (1) The expiration of the 40-day period for OMB review on October 12, 2014, unless OMB waives 10 days of the 40-day review period for compelling reasons shown by the Department; or (2) October 14, 2014, unless the altered system of records notice needs to be changed as a result of public comment or OMB review. The Department will publish any changes to the altered system of records notice that result from public comment or OMB review.
