Submission for OMB Review; Comment Request

AGENCY: Department of Education.

SUMMARY: The Director, Information Collection Clearance Division, 
Regulatory Information Management Services, Office of Management 
invites comments on the submission for OMB review as required by the 
Paperwork Reduction Act of 1995.

DATES: Interested persons are invited to submit comments on or before 
June 15, 2009.

SUPPLEMENTARY INFORMATION: Section 3506 of the Paperwork Reduction Act 
of 1995 (44 U.S.C. Chapter 35) requires that the Office of Management 
and Budget (OMB) provide interested Federal agencies and the public an 
early opportunity to comment on information collection requests. OMB 
may amend or waive the requirement for public consultation to the 
extent that public participation in the approval process would defeat 
the purpose of the information collection, violate State or Federal 
law, or substantially interfere with any agency's ability to perform 
its statutory obligations. The Director, Regulatory Information 
Management Services, Office of Management, publishes that notice 
containing proposed information collection requests prior to submission 
of these requests to OMB. Each proposed information collection, grouped 
by office, contains the following: (1) Type of review requested, e.g., 
new, revision, extension, existing or reinstatement; (2) Title; (3) 
Summary of the collection; (4) Description of the need for, and 
proposed use of, the information; (5) Respondents and frequency of 
collection; and (6) Reporting and/or Recordkeeping burden. OMB invites 
public comment.

    Reporting and Recordkeeping Hour Burden:

Responses: 5,798.
Burden Hours: 32,693.

    Abstract: This application data will be used to compute the amount 
of funds needed by each school for the 2010-2011 award year. The Fiscal 
Operations Report data will be used to assess program effectiveness, 
account for funds expended during the 2008-2009 award year, and as part 
of the school funding process. The Reallocation form is part of the 
FISAP on the Web. Schools will use it in the summer to return 
unexpended funds for 2008-2009 and request supplemental FWS funds for 
2009-2010. Changes being made to this collection due to the Higher 
Education Opportunity Act of 2008 are:
    Part III added line items to report loan cancellations for various 
reasons as stated in the HEOA. Also, lines were added to allow for 
transfer of Federal Work-Study funds to the Federal Perkins Loan 
Program, which is now authorized through the HEOA.
    Part IV was changed to allow for funds to be transferred from the 
Federal Supplemental Education Opportunity Grants Program to be spent 
in the Federal Work-Study Program.
    Part V was changed to allow for funds to be transferred from the 
Federal Supplemental Education Opportunity Grants Program to be spend 
in the Federal Work-Study Program and to allow funds to be transferred 
from the Federal Work-Study Program to the Federal Perkins Loan 
Program. Lines were also added to report funds that were spent for 
disaster-affected students and students who participated in civic 
education activities.
