SUMMARY: This document corrects an error in the notice published in the
Federal Register on September 9, 1996 for the Federal Pell Grant
Program. The text of the double asterisk footnote on page 47654 is
deleted and replaced with the text of the last paragraph on page 47655
under ``Proof of Delivery.'' It should read ``**An institution that
