Update on July 14, 2026: The Department has agreed to delay by two weeks—until July 29, 2026—its planned publication of the names of all “foreign sources from prior reporting cycles.” On July 15, 2026, instead of publishing “the names of all foreign sources from prior reporting cycles” in its public report, the Department will instead publish only the names of the 92 foreign entities that appear on the list entitled “Funding of Universities from Foreign Entities on US Government Lists” on the Department’s “Section 117 Foreign Gift and Contract Public Transparency Dashboard,” located at foreignfundinghighered.gov. The Department will tie specific transactions by these 92 foreign entities to specific universities. 

Section 117 of the Higher Education Act of 1965, as amended (20 U.S.C. 1011f), provides that institutions of higher education (IHEs) must file a disclosure report with the U.S. Department of Education (the Department) whenever the institution is owned or controlled by a foreign source or receives a gift from or enters into a contract with a foreign source, the value of which is $250,000 or more, considered alone or in combination with all other gifts from or contracts with that foreign source, within a calendar year.

Reminder

The next date by which IHEs must submit Section 117 disclosure reports is Friday, July 31, 2026. Any failure to comply or provide accurate submissions could result in an enforcement action.

Consistent with previous public statements and Section 117’s transparency requirements, the Department will be publishing its next public report of foreign source reporting, including the names of all foreign sources from prior reporting cycles, on July 15, 2026.
