Draft 2027–28 FISAP, Instructions, and Technical Reference

We are currently revising the Fiscal Operations Report for 2025–26 and Application to Participate for 2027–28 (FISAP) for the Campus-Based programs. We are providing the attached draft versions of the FISAP, accompanying instructions, and technical reference so schools can prepare the information needed for submission of their FISAP this fall. We will make the final 2027–28 FISAP available in August 2026.

Starting with the 2027–28 FISAP, we will pre-populate several fields with relevant data from the prior year’s FISAP submission. With these changes, we aim to improve the user experience by reducing the time required to complete the form while minimizing potential errors.

The due date for the submission of the 2027–28 FISAP is Oct. 1, 2026.

Changes to the FISAP

In addition to award year and date references, we have made the following changes to the FISAP:

  • Part I, Section B, Field 8

    We have updated the Chief Executive Officer (CEO) signature information with a new mailing address for overnight mail.

  • Part II, Section A, Fields 3 and 4

    The system will automatically populate these fields with the corresponding values from the previously submitted FISAP, though the fields will remain editable for users to make changes as desired.

  • Part III, Section A, Fields 4b, 4c, 27d, 29.1a, 29.2a, 33d, 34.1a

    The system will automatically populate these fields with the corresponding values from the previously submitted FISAP, though the fields will remain editable for users to make corrections as needed.

  • Parts IV and V, Section A, Field 1

    The system will automatically populate this field with the final adjusted authorization amount from the prior year statement of account, which should not need to be changed, but the user will be able to edit if necessary.

  • Parts IV and V, Section B, Fields 7, 9, and 10

    The system will automatically populate these fields with the corresponding values from the prior year submitted FISAP, though the fields will remain editable for users to make corrections as needed.

Changes to FISAP Instructions

In addition to updates to the annual award year, date references, acronyms, and hyperlinks, the following changes have been made to the FISAP instructions:

  • Introduction to the FISAP

    We have updated the due date for the FISAP to Oct. 1, 2026, and the correction deadline to Dec. 15, 2026.

  • Part I, Section B, Field 8

    We have updated FISAP signature requirements to include guidance on submitting the signature page when CEO transitions have occurred. We have also updated the mailing address for overnight mail.

  • Part II, Section A, Fields 3 and 4

    We have updated the instructions to reflect that the system will pre-populate these fields with values from the previously submitted FISAP.

  • Part III, Section A, Field 4b, 4c, 27d, 29.1a, 29.2a, 33d, 34.1a

    We have updated the instructions to reflect that the system will pre-populate these fields with values from the previously submitted FISAP.

  • Parts IV and V, Section A, Field 1

    We have updated the instructions to reflect that the system will pre-populate this field using the correct final adjusted authorization amount from the statement of account.

  • Parts IV and V, Section B, Fields 7, 9 and 10

    We have updated the instructions to reflect that the system will pre-populate these fields with values from the previously submitted FISAP.

  • Appendix A

    We removed references to Title V programs.
