FSA Partner Connect – Additional Information for July 2025 Implementation of SAIG Enrollment Functionality

As we informed you in the May 8, 2025, Electronic Announcement, FSA Partner Connect will soon become the primary enrollment and user management service for Federal Student Aid (FSA), which includes the addition of Student Aid Internet Gateway (SAIG) enrollment functionality. When we add the new features to FSA Partner Connect, we will retire the SAIG Enrollment website.

We are pleased to announce that the expanded features will be available on FSA Partner Connect on July 14, 2025.

In this announcement, we provide additional information to help partners prepare for the implementation.

Preparing for Transition to FSA Partner Connect

To help ensure a smooth transition to the new system, we would like to highlight several key points about FSA Partner Connect that are important for users to know.

  • New Name for Primary/Secondary DPAs – Previously, an organization designated a Primary Destination Point Administrator (DPA) and Secondary DPA to manage SAIG enrollments and user access. With the transition of SAIG enrollment functionality to FSA Partner Connect, these roles will be referred to as the “Primary Administrator” and “Secondary Administrator.”

  • Verify FSA Partner Connect Access Now – The Primary and Secondary Administrator should verify that they have FSA Partner Connect access now, prior to the July implementation. This will ensure the organization’s general user accounts (non- Administrator accounts) will be active and ready for use on July 14.

    As a reminder, all users must log in to FSA Partner Connect at least every 90 days or their account will be disabled. Users who do not log in within 365 days will be deactivated. To restore access:

    • To reenable an account (90-day inactivity), users can use the new Access and Identity Management System (AIMS) self-service option. Refer to GENERAL-25-23 for more information.

    • To reactivate an account (365-day inactivity), Primary and Secondary Administrators should call the FSA Partner and School Relations Center to reactivate their account. It can take up to 72 hours to reactivate an account. Non-Administrator users must be reactivated by the Primary or Secondary Administrator. Refer to this job aid for instructions.

  • Authentication Reminder – As with SAIG Enrollment, FSA Partner Connect uses AIMS to authenticate users. All users will continue to need their FSA User ID, password, and a security code generated by a registered token device to log in.

July Implementation: Additional Details

We provided a summary of the new FSA Partner Connect features in the May 8, 2025, Electronic Announcement. Below is additional information as we get closer to implementation. As a reminder, we are offering training opportunities to help partners learn more about the new features (see the “Training, Resources, and Customer Service” section below).

  • New and Updated Enrollments – As of July 14, organizations can submit new or updated SAIG enrollments and access requests through FSA Partner Connect’s Account Access Management Center (AAMC) for the following systems and services:

    • Eligibility & Oversight Case Management

    • Common Origination and Disbursement (COD) System

    • DCC CRM Online (formerly ECS; federal loan servicers only)

    • eCDR Appeals

    • FAFSA Processing System (FPS)

    • National Student Loan Data System (NSLDS®)

    • SAIG Mailboxes (including Test Mailboxes)

    • Total and Permanent Disability (TPD) Loan Holder Notification

Refer to the June 12, 2025 Training Announcement for information about training resources that are available to become familiar with the AAMC and the new process.

  • eZ-Audit Enrollment – Although users will see eZ-Audit available on the new enrollment screens, we are not currently processing these enrollments in FSA Partner Connect. Please continue submitting eZ-Audit enrollment requests using the eZ-Audit website until further notice.

  • Electronic Signatures – As we shared previously, partners will no longer need to mail paper SAIG signature pages or email scanned copies of signature pages. Beginning July 14, all actions requiring a signature will be completed through DocuSign’s digital signature process.

    If an enrollment change requires a signature from the organization’s Authorizing Official (AO)/Designee, it will be collected via email notification to the AO/Designee. Therefore, it is important for Primary and Secondary Administrators to ensure all email addresses are correct in the AAMC.

    Once the required signature is provided using DocuSign, the Primary or Secondary Administrator will receive an email notification of the approved change.

  • Test SAIG Mailbox Users We will convert test SAIG mailbox enrollments to FSA Partner Connect and Primary and Secondary Administrators will be able to enroll general users for test mailboxes through the AAMC. If we cannot associate a test mailbox with a recognized FSA partner (i.e., a school, third-party servicer, guaranty agency, guaranty agency servicer, lender, lender servicer, federal loan servicer, or state agency), we will not convert the test mailbox. If your organization requires a test mailbox and it was not converted successfully, please submit a request through the Customer Support form in the FSA Partner Connect Help Center and select “Other Topics” as the topic.

In addition, other resources such as job aids and webinar recordings will be posted to the FSA Training Center (System Training/FSA Partner Connect Training/Partner) after the July 14 release.

  • FSA Partner Connect FAQs – The FAQ page on the FSA Partner Connect Help Center has information about the July implementation of SAIG enrollment functionality. We will continue to expand this page as additional questions are received.

  • FSA Partner Connect Questions – If you have a question about the upcoming implementation, complete the Customer Support form in the FSA Partner Connect Help Center and select “Other Topics” as the topic. You may also contact the FSA Partner and School Relations Center at 1-800-848-0978. The contact center is open from 10 a.m. to 6 p.m. Eastern time, Monday through Friday.

  • FPS Help Desk Reminder – The FPS Help Desk is no longer able to answer questions about SAIG enrollment but will continue to answer your questions about SAIG file transmissions, mailboxes, and software, as well as questions about the FAFSA Processing System (FPS), the EDExpress for Windows software, and Two Factor Authentication (TFA) tokens.
