On August 14, 2024, Federal Student Aid (FSA) will publish information related to school participation in the student financial assistance programs under Title IV of the Higher Education Act (Title IV programs).
Below is a description of what will be published. We will update this announcement with links to the information when it is available.
Program Participation Agreements
To be eligible to participate in the Title IV programs, schools must enter into a program participation agreement (PPA), signed by their president, chief executive officer, or chancellor and an authorized representative of the Secretary of Education. Others may also be required to sign in certain circumstances, such as those described in Electronic Announcement IDs GENERAL 23-11 and GENERAL 22-16. In the PPA, the school agrees, among other things, to comply with the laws, regulations, and policies governing the Title IV programs.
In order to improve transparency, FSA will post on its data center website the participation statuses of the institutions currently participating in one or more Title IV programs. These postings will be updated on a regular basis. Also, an example of a typical full certification PPA and copies of all provisional PPAs executed between Jan. 1, 2024 and June 26, 2024 will be posted on that website. FSA will regularly update this website to indicate the changed PPA statuses for institutions and to add copies on a rolling basis of provisional PPAs that are issued after June 26, 2024.
This information is already publicly available upon request and, in certain instances, already posted online by FSA.
Enforcement Actions
In addition, on Aug. 14, 2024, FSA will post a list of adverse administrative actions initiated on or after Oct. 1, 2021 (the start of Fiscal Year 2022) through July 31, 2024 against institutions participating in Title IV programs. This information will be updated on a quarterly basis, with the next quarterly update to occur sometime after Oct. 1, 2024.
Information about administrative actions is being posted in order to improve transparency, institutional accountability, and general deterrence.
