Section 117 of the Higher Education Act of 1965, as amended (20 U.S.C. 1011f), provides that institutions of higher education (IHEs) must file a disclosure report with the Secretary of Education whenever the institution is owned or controlled by a foreign source or receives a gift from or enters into a contract with a foreign source, the value of which is $250,000 or more, considered alone or in combination with all other gifts from or contracts with that foreign source within a calendar year.
The next date by which IHEs must submit disclosure reports is Wednesday, July 31, 2024. The July reporting deadline is established by statute. The failure to comply with the reporting requirement could result in enforcement action.

Decommission of the Section 117 Interactive Data Table
Effective June 28, 2024, the Section 117 “interactive” data table previously found at sites.ed.gov/foreigngifts will be decommissioned. All publicly accessible Section 117 data from the former “interactive” data table is now included in the posted data files (in Excel spreadsheet format) on a new Section 117 Data page at https://fsapartners.ed.gov/knowledge-center/topics/section-117-foreign-gift-and-contract-reporting/section-117-foreign-gift-and-contract-data. Users should update any bookmarks for the former site to the new Knowledge Center link as soon as possible after June 28, 2024.
