This electronic announcement provides a technical update on the Department of Education’s (the Department’s) plans to reprocess 2024-25 FAFSA forms with FAFSA Processing System (FPS) known issues as outlined in Electronic Announcement (GENERAL 24-37).
Reprocessing Known Issues with FPS Data
Later today, the Department will begin reprocessing 2024-25 FAFSA forms impacted by known issues with FPS data as outlined in Electronic Announcement (GENERAL 24-37) resulting in subsequent ISIR transactions being delivered to states and schools. This reprocessing impacts approximately 10% of all forms. The largest category includes an incorrectly calculated Student Aid Index (SAI) for records of dependent students with assets, as outlined in a March 22 Electronic Announcement (GENERAL-24-24). Known issues that require reprocessing are detailed in the Technical FAQ and Known Issues documentation which also includes information on the reprocessing codes included on subsequent transactions.
Identifying Reprocessed ISIRs
During reprocessing, the FPS identifies FAFSA records with incorrect data, corrects the most recent transaction, and then processes the record—creating a new transaction. This transaction contains information to identify it has been reprocessed.
The following fields on an ISIR can help you identify a reprocessed transaction along with the primary reason for the reprocessing:

Field 9: Transaction Source will be set to “5” to indicate FPS as the source of the transaction.

Field 16: FPS Correction Reason will be set to “P” to indicate Reprocessing.

Field 572: Reprocessed Reason Code, a two-digit code allowing for cross-referencing reprocessing reasons with the known issues detailed in the Technical FAQ and Known Issues document.
All currently assigned codes are listed below.
Note: The ‘01’ code is reserved for Pell Maximum SAI updates, which is not needed for 2024-25.

Description of Reprocessing Categories

02 – Pell eligibility and Pell Grant Eligibility Flag : Any record where the Pell Grant flag was set incorrectly. Will cover both the Flag is Yes and should be blank and vice versa.

03 – There are a small number of ISIRs that may be missing some Comment Codes based on a few FPS edits that may need adjustment.

04 – No SAI on non-rejected ISIRs: Any record that has no SAI and is not rejected due to SSA Match signature mismatch.

05 – Blank (SCA) leading to miscalculated SAIs: Any dependent student where the Student Contribution from Assets was calculated incorrectly.

06 – Updated FTI IRS data: Any student or any contributor on the FAFSA who has incorrect IRS Federal Tax Information (FTI) will be included.
Upcoming Reprocessing Through FA-DDX
The Department is continuing to work on the reprocessing of 2024-25 FAFSA forms affected by tax data issues (Code 06 – Updated FTI IRS data) outlined in an April 1 Electronic Announcement (GENERAL-24-29). As previously announced, we are targeting to reprocess these records and begin sending them to schools by May 1 and will keep you updated on our progress. Reprocessing these records will require building the capability to update tax information during reprocessing, rather than simply retrieving it once, which includes significant programming and testing within our processing system.
COD System Implementation for 2024–25 Award Year
On April 21, 2024, we plan to implement Common Origination and Disbursement (COD) System functionality that supports the Campus-Based programs and the processing of Federal Pell Grant (Pell Grant), Teacher Education Assistance for College and Higher Education (TEACH) Grant, and William D. Ford Federal Direct Loan (Direct Loan) awards for the 2024–25 award year. For detailed information about the implementation, refer to the summary of system changes and reminders/funding authorization and disbursement information documents provided with Electronic Announcement (COD-24-03) COD System Implementation for 2024–25 Award Year.
As an additional point of clarification during this period of ISIR reprocessing, we remind schools that they should only create origination and disbursement records in the COD System corresponding to the ISIR transaction on which the school will disburse aid to the student. If the school uses a reprocessed ISIR to update award eligibility for a student, then the school must update the FPS transaction number before sending the record to the COD System. An incorrect FPS transaction number submitted as part of the record to the COD System will result in errors and reject codes.
FAFSA Form Submission and Initial Processing Update
The Department has now transmitted the ISIRs from approximately 7.6 million 2024-25 FAFSA forms to schools, states, and designated scholarship organizations. Since we announced the availability of student corrections last week, more than 318,000 corrections have been successfully processed. Whether resulting from a new submission or a correction, applicants’ ISIRs are now being sent to schools and states within 1 to 3 days of submission.
The Department has begun emailing applicants and their contributors who need to make a correction to the form and encouraging states and schools to also conduct outreach to these students to correct and complete their application.
