Federal Student Aid (FSA) is pleased to announce the availability of a Section 117 Foreign Gift and Contract Reporting Topics page in the FSA Knowledge Center.

Section 117 of the Higher Education Act of 1965 (HEA) requires institutions of higher education that receive federal financial assistance to disclose semiannually to the U.S. Department of Education (ED) any gifts received from and contracts with a foreign source that, alone or combined, are valued at $250,000 or more in a calendar year. The statute also requires institutions to report information when owned or controlled by a foreign source.

More than 30 years ago, Congress enacted these disclosure requirements to promote public transparency about the role of foreign funding in U.S. higher education.

The Topics page serves as a repository for all information, guidance, and training related to the required foreign gift and contract reporting. The Topics page will be updated as additional information is released.

Updated Data Reported by Institutions

In addition, FSA posted updated data on ED’s College Foreign Gift Reporting website. The data reflects information submitted through April 6, 2023, by postsecondary institutions about foreign gifts and contracts.

The HEA requires institutions to update their reporting twice per year and to submit information no later than Jan. 31 or July 31, whichever is sooner. Foreign gifts and/or contracts data reported between June 22, 2020, and April 6, 2023, can be viewed in the interactive online database at sites.ed.gov/foreigngifts. A comprehensive file of all public records also may be downloaded from ED’s College Foreign Gift Reporting website.

Key Findings

The Department’s updated data release as of April 6, 2023, discloses nearly 6,600 additional foreign gifts and contracts records valued at more than $4 billion since the Department’s last data release as of Oct. 17, 2022.

Institutions have cumulatively reported that sources from Canada, England, Germany, Qatar, and Saudi Arabia provided the largest dollar amount of gifts and contracts.
