The COVID-19 public health emergency (PHE) will end on May 11, 2023. The Department of Education recognizes that the end of the PHE will impact our partners, including institutions and students, and plans to support students as they navigate the changes that will occur when the emergency ends.
The sunset of the PHE will begin to end flexibilities related to student eligibility for federal benefit programs including the Supplemental Nutrition Assistance Program (SNAP) and Medicaid, including the temporary student exemptions that expanded SNAP eligibility for students enrolled at least half time at an eligible institution who were either eligible to participate in certain work study programs or had an expected family contribution of zero in the current academic year. These temporary exemptions will end 30 days after the PHE ends on May 11, 2023.
The Department of Education’s (Department) Office of Career, Technical, and Adult Education has published a memorandum that provides additional information about this upcoming change and actions that institutions of higher education and state higher education agencies can take during this transition. We encourage our partners to review this information to ensure that staff and students have the information that they need during this transition period.
