The Office of Postsecondary Education has a website with Questions and Answers (Q&As) about the Affordability and Student Loans final regulations published Oct. 28, 2022.
We have posted more Q&As to the Prison Education Programs portion of this website:

We also have posted a Fact Sheet for confined or incarcerated students stating that they may be able to access Pell Grants to pay for postsecondary education beginning July 1, 2023. The Fact Sheet can be found on the Prison Education Programs Topics page on Federal Student Aid’s Knowledge Center. This is the first of several fact sheets that Federal Student Aid plans to publish about reinstating Pell Grant eligibility for confined or incarcerated individuals.
