This Electronic Announcement provides a clarification regarding the reporting of the new Ability-to-Benefit (ATB) test described in the November 9, 2020, Federal Register Notice. This Federal Register Notice provided an updated list of approved ATB tests and passing scores.

The following new ATB Test is provisionally approved, and may be used to establish Title IV, HEA eligibility for students who do not have a high school diploma, its recognized equivalent, or who have not completed a secondary school education in a homeschool setting.

Test: Texas Success Initiative (TSI) Assessment— Computer-adaptive tests and COMPANION TSI Forms T and V: Reading Placement Test, Writing Placement Test, Mathematics Placement Test

There is currently no new “Ability to Benefit Test Code” value in the Common Origination and Disbursement (COD) System specifically for the TSI Assessment. If the student has passed the TSI Assessment, schools are advised to submit an alternate “Ability to Benefit Test Code” value of “05 – Computerized Placement Tests (CPTs)/ACCUPLACER”. This value will be used for both the ACCUPLACER and TSI Assessment test until the COD System may be updated to accommodate an additional “Ability to Benefit Test Code” value.

Once the COD System is updated appropriately, we will inform the community via electronic announcement that will supersede this electronic announcement. At that time, a banner will be placed on this electronic announcement indicating it is “Maintained for Historical Purposes Only”.
