Additional COD System Implementation Information for COD System Changes to Support the CARES Act (Updated Oct. 6, 2020)

Note: On Nov. 6, 2020, we posted additional information about COD System changes made to support the reporting requirements for withdrawn students who qualify for a Title IV waiver under the CARES Act. The information in the Nov. 6, 2020 Electronic Announcement supplements and, in some cases, supersedes the guidance below.

Note: On Oct. 6, 2020, we updated the attachment to this announcement to add a note about requesting Extended Processing to add the Coronavirus Indicator to records in a closed award year. New information is shown in red text.

As part of the Common Origination and Disbursement (COD) System implementation planned for Aug. 2, 2020, we will make changes to the COD System to support the reporting requirements for withdrawn students who qualify for a Title IV waiver under the CARES Act. In this announcement, we provide the following important information about our implementation plans:

High-Level Schedule and Summary of Changes for the CARES Act

We plan to implement COD System functionality to support reporting requirements for the CARES Act in two phases:

Aug. 2, 2020 – This phase will include:

  • Coronavirus Indicator on COD Web (no batch submission)

  • New and updated COD Edits

Late September 2020 – This phase will include:

  • Modifications to the Return of Title IV (R2T4) calculator on COD Web

  • New and modified reports

Other COD System Changes – Addition of 2021–22 Award Year for Campus-Based Programs

With this release we will add the 2021–22 processing cycle to the COD System. In addition, all Campus-Based Program forms and instructions and Campus-Based processes will be updated in the COD System for the 2021–22 Award Year and will become available to view and edit beginning on Aug. 2, 2020.

COD System Outage Information

To implement the COD System functionality, we will suspend COD batch processing from 3–11 a.m. Eastern time (ET) on Sunday, Aug. 2, 2020. Records submitted during this time will be held and processed after the outage ends.

In addition, between 3–11 a.m. ET on Sunday, Aug. 2, 2020—

  • Users will not be able to submit or retrieve data via the COD website.

  • Users will not be able to access the COD Reports area of the COD website.

Technical Information and Document Availability

Over the course of the next few months, we will post additional technical information and documents and other operational guidance on the IFAP website. 

COD Common Record XML Schema

There are no changes to the COD Common Record XML Schema.

2020–21 COD Technical Reference

We plan to post an updated version of the 2020–21 COD Technical Reference in September 2020.
