Subject: Program File Available for EDExpress 2018-2019, Release 3.0 to Resolve Pell Grant YTD Import Issue

We are pleased to announce the posting of an EDExpress for Windows 2018-2019, Release 3.0, program file that resolves a Pell Grant Year-to-Date (YTD) import issue in the Federal Pell Grant (Pell Grant) module. The program file is now available for download from the Federal Student Aid Download (FSAdownload) website, located at https://fsadownload.ed.gov.

This program file fixes an issue that caused Pell Grant disbursement records to be recreated in the incorrect sequence number order when rebuilding Pell Grant records by importing a Pell YTD file. This issue only occurred when recreating Pell disbursement records with more than two sequence numbers.

You must have EDExpress 2018-2019, Release 3.0 installed on your PC before loading this program file. We also strongly recommend you install the November 2018 service release update for Release 3.0 before loading this program file. You can download Release 3.0 and the November 2018 service release from the FSAdownload website.

If you do not use the EDExpress Pell Grant module, you do not need to load the program file described in this message.

Note: As announced in a March 28, 2019 Electronic Announcement, we will retire the FSAdownload website later this year and relocate all site content, including EDExpress software and related documentation, to the Information for Financial Aid Professionals (IFAP) website, located at https://ifap.ed.gov. We recommend that you monitor the IFAP website for upcoming Electronic Announcements related to this transition. Depending on the timing of the transition, you may need to go to the IFAP website to download this program file.

Loading the EDExpress Program File to Your System

The program file posted to the FSAdownload website is a dynamic link library (DLL) file called Pell19.dll file. It should be downloaded and copied into the EDExpress for Windows 2018-2019 program directory of all PC workstations in your office that have Release 3.0 installed. You will need to overwrite the existing version of the Pell19.dll file on your workstation(s) with the newer version posted to the FSAdownload website.

To download the Pell19.dll program file, go to the FSAdownload website, click the "Software and Associated Documents" link, and select "EDExpress for Windows 2018-2019, Release 3.0." On the "EDExpress 2018-2019" page, you can initiate the download of the program file by clicking the "Pell19.dll" link under the "Software" section.

You will receive a message asking if you want to open the file or save it to your computer. You should choose to save the file to your computer. Save the Pell19.dll to the program directory for EDExpress for Windows 2018-2019 on each PC running Release 3.0. For most users, this is the default directory of C:\Program Files\EDESuite\EDExpress for Windows 2018-2019 (unless you changed this location during the installation process).

You do not need to reboot your PC(s) once the copy procedure is complete in order to resume using EDExpress 2018-2019.

Additional Tips and Guidance

Note the following additional tips when loading the Pell19.dll program file to your PC workstation(s):

  • Be sure to close EDExpress 2018-2019 on your PC(s) before performing the download and copy procedure.

  • Microsoft Windows users must have admin rights to the PC workstation(s) running EDExpress 2018-2019 in order to overwrite the existing program file.

  • During the copy procedure, you will receive a prompt asking if you want to replace the existing Pell19.dll file with the new version you are downloading. You should click "Yes" and allow Windows to overwrite the file.

  • If you receive a message indicating you cannot overwrite the file (usually due to a "sharing violation"), restart your computer and try again. Windows may think the file is in use until you restart.

  • If your EDExpress 2018-2019 database is installed on a network drive, and you have multiple PC workstations accessing that database, you must load the appropriate program file to EACH workstation.
