Subject: R2T4 Transition #3 – What to Expect for R2T4 in COD System in April 2019
As explained in a December 20, 2018 Electronic Announcement, Federal Student Aid plans to move the Return of Title IV (R2T4) on the Web application to the Common Origination and Disbursement (COD) System in April 2019.
In this announcement, we provide the community with information about some of the key changes schools can expect to see. As a reminder, schools will continue to use the current R2T4 on the Web application until the new solution is implemented in the COD System. Note: R2T4 on the Web will eventually be removed from FAA Access to CPS Online in a future release. Accordingly, schools are encouraged to use the R2T4 module in the COD System once it is implemented.
The R2T4 application will continue to be an independent tool. While the application will be added to the COD Web Site, it will be a separate module from the rest of the system. Data entered into the R2T4 application will not update data elsewhere in the system (i.e., if a school uses a different Social Security number (SSN) for a student in the R2T4, it will not update the SSN on that student’s loan or grant record within the COD System).
What to Expect – What will be the same?
As noted in the earlier announcement, Federal Student Aid has tried to minimize the school impact of the R2T4 on the Web application transition:
There will be no change to the current methodology for performing an R2T4 calculation.
The transition will not require a schema change or change student-level origination and disbursement reporting in the COD System.
Schools will not be required to use the new R2T4 module to perform R2T4 calculations. Use of the Department of Education’s R2T4 application has always been, and will continue to be, optional.
Once a school has completed an R2T4 calculation for a withdrawn student, the school will be able to print a PDF version of the R2T4 worksheet that includes the student’s data. PDF versions of the R2T4 worksheets will continue to be posted to the Information for Financial Aid Professionals (IFAP) website.
What to Expect – What will be Different?
Though we tried to minimize the impact to schools, a transition to a new system brings change and there will be some key differences for schools to keep in mind. In the attachment titled “R2T4 Application in the COD System,” we provide additional detail about these key differences:
- System access
- Award year availability
- Override functionality
- Reports
- Prior records
- Demo site/training
In addition, we will include Iraq and Afghanistan Service Grant in the list of Title IV grant programs when performing a R2T4 calculation using the COD Web Site.
