NOTE: On September 14, 2018, we replaced the 2019–20 FISAP Instructions document to add clarifying information to Part VI – Section A – Distribution of Program Recipients and Expenditures by Type of Student, pages VI-1, VI-2 and VI-3. The revised instructions clarify how schools should report on a borrower who received Federal Perkins loan funds as an undergraduate in the beginning of the 2017–18 academic year, but then ended the 2017–18 academic year as a graduate student. The Fiscal Operations Report for 2017–18 and Application to Participate for 2019–20 (FISAP) has been approved by the Office of Management and Budget (OMB). We have posted the FISAP Form, Instructions, and Desk Reference to the Information for Financial Aid Professionals (IFAP) website. The FISAP will be made available on the Common Origination and Disbursement (COD) Web Site by August 1, 2018.

We have also posted the Technical Reference for the 2019–20 FISAP that provides the technical specifications and record layouts for schools or other organizations who wish to design custom software systems.

As announced in the Federal Register Notice “2018-2019 Award Year Deadline Dates for Campus-Based Programs,” the date by which a school must submit its 2019–20 FISAP electronically and mail in the required signature page is Monday, October 1, 2018.

These documents and the reminders below will assist schools in completing the 2019–20 FISAP.

Check Access to FISAP on the Web

If it has been more than 90 days since a user has logged on to the COD Web Site, the user’s password will need to be reset. Information on how to reset a password, register a Destination Point Administrator, and contact information for assistance is provided in the Desk Reference. The Desk Reference is also available online at the login page for the COD Web Site. All users should ensure their access to this website application is functional before needing to enter data to file the FISAP.

Changes to the FISAP

In addition to award year and date references, all references to the eCampus-Based (eCB) website have been updated to the Common Origination and Disbursement (COD) Web Site to reflect the change in system platforms.

The following FISAP fields have also been updated and/or added:

  • Part II, Section A, Field 1

    Field 1 has been revised so that schools can no longer request a Federal Perkins Level of Expenditure (LOE) due to the expiration of the program.

  • Part IV, Section F

    Section F has been added to Part IV, which includes Fields 19, 20, and 21. These fields will serve to collect data on FSEOG awards made to disaster-affected students.

Changes to FISAP Instructions

In addition to updates to the annual award year, date references, acronyms, hyperlinks, and system references that reflect the change in ks, and system references that reflect the change in platforms, the following changes have been made to the FISAP Instructions:
