Subject: Final FISAP Form, Instructions, Desk Reference, and Technical Reference for FISAP due by September 29, 2017

The Fiscal Operations Report for 2016-2017 and Application to Participate for 2018-2019 (FISAP) has been approved by the Office of Management and Budget (OMB). We have posted the FISAP Form, Instructions, and Desk Reference to the Information for Financial Aid Professionals (IFAP) website. The FISAP itself will be available on the eCampus Based (eCB) website by August 1, 2017.

We have also posted the Technical Reference for the 2018-2019 FISAP that provides the technical specifications and record layouts for schools or other organizations who wish to design custom software systems.

As announced in the Notice “2017-2018 Award Year Deadline Dates for Campus-Based Programs” published in the Federal Register on January 4, 2017 (82 FR 829), the date by which a school must submit its 2018-2019 FISAP electronically and the required signature pages by either manual or eSignature processes is Friday, September 29, 2017.

These documents and the reminders below will assist schools in completing the 2018-2019 FISAP.

Check Access to FISAP on the Web

If it has been more than 90 days since a user has logged on to the eCB website, the user’s password will need to be reset. Information on how to reset a password, register a Destination Point Administrator, and contact information for assistance is provided in the Desk Reference. The Desk Reference is also available online at the login page for the eCB website. All users should ensure their access to this website application is functional before needing to enter data to file the FISAP.

Changes to the FISAP

Award year and date references as well as the public reporting burden estimate have been updated. There have been no changes to data collected on the FISAP form. Text for the labels of the following fields has been revised for clarification. Additional clarification is provided in the FISAP Instructions.

Part II, Section B

The label for Field 5 has been revised to: 5. My school wishes to liquidate its Federal Perkins Loan Program portfolio.

Part III, Section A

The label for Field 30.2 has been revised to: 30.2. Repayments of excess/liquidated fund capital to Institution.

Changes to FISAP Instructions

In addition to updates to the annual award year, date references, acronyms, and hyperlinks, the following changes have been made to the FISAP Instructions:

The Legal Reason you Must Complete the Application to Participate

Because October 1, 2017 falls on Sunday, the due date for the FISAP has been updated to Friday, September 29, 2017.

The Disclosure of Estimated Burden statement has been revised.

Introduction to the FISAP

A paragraph titled, “Who can sign the FISAP?” has been added explaining that the CEO (e.g., President, Chancellor, Director, Owner) as designated in a school’s Program Participation Agreement is the only person authorized to sign the forms available within the eCB website. The CEO is also the only person authorized to complete the eSignature process.

Subparagraphs have been added to provide clarification concerning: Rules of Transfer, Rules of Carry Forward, Rules of Carry Back, Notes about using the transferred or carried funds, an Notes about using the transferred or carried funds, an Certification and Warning

A reminder has been added to the instructions for Field 8. Chief Executive Officer that the CEO is the only person authorized to sign forms available within the eCB website and is also the only person authorized to complete the eSignature process.

A reminder has been added to the information about Lobbying form signature options that the CEO is the only person authorized to sign forms available within the eCB website and is also the only person authorized to complete the eSignature process.

Part II, Section A

A note has been updated to remind schools that The Federal Perkins Loan Extension Act of 2015 affects awarding and disbursement of both undergraduate and graduate level Federal Perkins Loans. See DCL-GEN-16-05 on the Campus-Based Processing Information Page on the IFAP website under Perkins Loan Program Wind-down.

The CFR cite reference has been added to the explanation for Field 1. Federal Perkins Loan Level of Expenditures (LOE).

Part II, Section B

In order to clarify terminology, the field label has been revised to: 5. My school wishes to liquidate its Federal Perkins Loan Program portfolio.

Part III, Section A

In order to clarify terminology, the field label has been revised to: 30.2 Repayments of excess/liquidated fund Capital to Institution.

Appendix A: How to Receive Designation as an Eligible Institution to Receive a Waiver of the FWS/FSEOG Institutional-Share Requirement

Appendix A has been revised to clarify the revised process for designation as an eligible institution to receive a waiver of the FWS/FSEOG institutional-share requirement.

Appendix B: How to Print FISAP Reports using 2016-2017 EDEXpress

Appendix B has been updated to reflect instructions for printing FISAP Reports from 2016-2017 EDEXpress.
