Subject: Issue Alert: EDExpress 2016-2017, Release 2.0 Update Available to Resolve Issue with Modifying Direct Loan Actual Disbursements Using External Change Import

We have identified an issue in the William D. Ford Federal Direct Loan (Direct Loan) module of EDExpress for Windows 2016-2017, Release 2.0 that occurs when you modify an actual disbursement using an External Import Change (message class DIEC17OP) file and you include a specific pair of external change field numbers in your file. This issue prevents Direct Loan disbursements from being recorded correctly as actual disbursements in a table in the EDExpress database and, as a result, causes those disbursements to be excluded from the List-Actual Disbursements report.

We have posted an updated program file to the Federal Student Aid Download (FSAdownload) Web site (located at https://www.fsadownload.ed.gov) to resolve this issue in Release 2.0. See the sections below for guidance on loading this program file to your system.

Note: If you do not use the EDExpress 2016-2017 Direct Loan module or Direct Loan external import files, you can disregard this message.

Issue Background and Resolution

This issue only occurs when you are importing a Direct Loan external change file (DIEC17OP) in EDExpress 2016-2017, Release 2.0 to update actual disbursements. If the external change file includes the Disbursement Number change field (D003), Disbursement Date change field (D004), and Action Amount Change Field (D007), the Disbursement Release Indicator on the Disburse (Direct Loan) tab will display as selected correctly, but the corresponding field in the database that designates an actual disbursement does not update properly to Yes. As a result, these actual disbursements are not selected for printing on the List-Actual Disbursement report.

This software issue does not occur when you are creating actual disbursements manually or by using Direct Loan Multiple Entry. Actual disbursements are also updated correctly when you are importing an external change file that includes only the Disbursement Number change field (D003). Each of these methods for creating actual disbursements will update both the Disburse tab in the software and the corresponding field in the database correctly.

For records that were not updated properly in the database, the only way to update the database field to reflect an actual disbursement is to request a Rebuild file from the Common Origination and Disbursement (COD) System and rebuild the record in your EDExpress database using the Rebuild import function in DL Tools, Release 16.0.

Loading the EDExpress Program File to Your System

You can resolve this Release 2.0 issue for future Direct Loan external change file imports by downloading and saving a dynamic link library (DLL) file called DImportExportDLL17.dll to your EDExpress 2016-2017 workstations.

The DImportExportDLL17.dll file should be copied into the EDExpress for Windows 2016-2017 program folder of all PC workstations in your office that have Release 2.0 installed. You will need to overwrite the existing version of the DImportExportDLL17.dll file installed with Release 2.0 with the newer version posted to the FSAdownload Web site.

To download the DImportExportDLL17.dll program file:

  1. Go to https://www.fsadownload.ed.gov.

  2. Click the “Software and Associated Documents” link.

  3. Select “EDExpress for Windows 2016-2017, Release 2.0.”

  4. Click the “DImportExportDLL17.dll” link under the “Software” section to initiate the download.

You will receive a message asking if you want to open the file or save it to your computer. You should choose to save the file to your computer. Save the DImportExportDLL17.dll to the program folder for EDExpress for Windows 2016-2017 on each PC running Release 2.0. For most users, this is the default folder of C:\Program Files\EDESuite\EDExpress for Windows 2016-2017 (unless you changed this location during the installation process).

You do not need to reboot your PCs when the copy procedure is complete to resume using EDExpress 2016-2017.

Additional Tips for Loading EDExpress Program File

Note the following additional tips when loading the DImportExportDLL17.dll program file to your PC workstations:

  • You must install EDExpress 2016-2017, Release 2.0 on your workstations before loading the updated DImportExportDLL17.dll file described in this message.

  • Be sure to close EDExpress 2016-2017 on your PCs before performing the download and copy procedure.

  • You must have administrator rights to the PC workstations running EDExpress 2016-2017 to overwrite the existing program file.

  • During the copy procedure, you will receive a prompt asking if you want to replace the existing DImportExportDLL17.dll file with the new version you are downloading. You should click “Yes” and allow Windows to overwrite the file.

  • If you receive a message indicating you cannot overwrite the file (usually due to a sharing violation), restart your computer and try again. The file may still be held in memory by Windows and considered in use until you restart.

  • If your EDExpress 2016-2017 database is installed on a network drive, and you have multiple PC workstations accessing that database, you must load the appropriate program file to EACH workstation.
