Subject: Final FISAP Form, Instructions, Desk Reference, and Technical Reference for FISAP Due by September 30, 2016 (Updated August 15, 2016)

Note: On Tuesday, June 28, 2016, we replaced the 2017-2018 FISAP Instructions attachment with a version that corrects award-year references and minor formatting errors. On Monday, August 15, 2016, we again replaced the 2017-2018 FISAP Instructions attachment to correct additional date references in Part IV, Section B., Field 6. The Fiscal Operations Report for 2015-2016 and Application to Participate for 2017-2018 (FISAP) has been approved by the Office of Management and Budget (OMB). We have posted the FISAP form, instructions, and Desk Reference to our Information for Financial Aid Professionals (IFAP) Web site. The FISAP itself will be available on the eCampus Based (eCB) Web site by August 1, 2016.

We have also posted the Technical Reference for the 2017-2018 FISAP that provides technical specifications and record layouts for schools or other organizations that wish to design custom software systems.

As announced in the Notice “Campus-Based Programs 2016-2017 Deadline Dates” published in the Federal Register on January 21, 2016 (81 FR 3398), the date by which a school must submit its 2017-2018 FISAP electronically and the required signature pages by either manual or eSignature processes is Friday, September 30, 2016.

These documents and the reminders below will assist schools in completing the 2017-2018 FISAP.

Check Access to FISAP on the Web

If it has been more than 90 days since a user has logged on to the eCB Web site, the user’s password will need to be reset. Information on how to reset a password, register a Destination Point Administrator, and contact information for assistance is provided in the Desk Reference. The Desk Reference is also available online at the login page for the eCB Web site. All users should ensure their access to this Web site application is functional before needing to enter data to file the FISAP.

Changes to the FISAP

Award year and date references as well as the public reporting burden estimate have been updated. There have been no changes to data collected on the FISAP form.

Changes to FISAP Instructions

In addition to updates to the annual award year, date references, acronyms, and hyperlinks, the following changes have been made to the FISAP Instructions:

  • The Legal Reason you Must Complete the Application to Participate

    The Disclosure of Estimated Burden statement has been revised.

  • Introduction to the FISAP

    Because October 1, 2016 falls on Saturday, the due date for the FISAP has been updated to Friday, September 30, 2016.

    A note to participating Work Colleges has been added to clarify reporting guidance.

    Clarification and a reminder have been added concerning the purpose of the “Change Request” process after the December 15th deadline to submit FISAP daer the December 15th deadline to submit FISAP data corrections.

  • Part II, Section B

    Clarification has been rticipation in the Federal Perkins Loan Program.

  • Part II, Section D

    A note concerning reporting graduate level data has been added.

  • Part III, General Information/General Instructions

    Clarification has been added concerning activities reported on a final FISAP through Phase 4 of the final Perkins closeout process within eCB. Clarification has also been added concerning information about returning excess funds to the Department of Education and the closeout process.

    "Blue Book" references were removed.

  • Part V, General Information

    A note to participating Work Colleges has been added to clarify reporting guidance.

  • Part V, Section B

    Notes have been added concerning transferring funds between Federal Work-Study and the Work Colleges program.

  • Part V, Section G

    A note to participating Work Colleges has been added to clarify reporting guidance.

  • Appendix A

    Information concerning a school’s eligibility to receive a waiver for the FWS/FSEOG Institutional-Share requirement has been revised.

  • Appendix B

    Instructions for using EDExpress to print FISAP reports have been updated.
