Subject: Important Information about the Reallocation Process, the 2015-2016 Campus-Based Reallocation Form and the Process to Request Supplemental Federal Work-Study Funds for 2016-2017

This announcement provides important information about the reallocation process, the availability of the 2015-2016 Reallocation Form and the action schools need to take to request supplemental funds for 2016-2017. Schools use the reallocation process to release unexpended portions of their 2015-2016 allocations in the Federal Work-Study (FWS) and/or Federal Supplemental Educational Opportunity Grant (FSEOG) programs or to request supplemental 2016-2017 FWS funds that will be used to employ students in community service jobs.

Each school should carefully examine its current expenditures under the FWS and FSEOG programs to determine whether there will be any unexpended funds available from 2015-2016 allocations. Schools that will have unspent funds should complete the Reallocation Form as described below. Unexpended 2015-2016 funds will be used to provide supplemental FWS and/or FSEOG funds in 2016-2017 to other eligible schools, but only if unexpended funds are reported by the deadline.

As announced in the “Campus-Based Program 2016-2017 Deadline Dates,” the deadline date by which a school must electronically submit its 2015-2016 Campus-Based Reallocation Form is Monday, August 15, 2016.

Completing the Campus-Based Reallocation Form

The Campus-Based Reallocation form must be completed if:

  • A school does not intend to spend its entire 2015-2016 FWS or FSEOG allocation; or
  • A school wants to request supplemental 2016-2017 FWS funds that will be used only for the purpose of employing students in community service jobs and the school had an FWS fair share shortfall as shown on line 28 of the school's 2016-2017 final funding worksheet, provided with its final allocation letter.

A school may use the attached "Campus-Based Reallocation Form" and "Campus-Based Reallocation Form Instructions" as a tool to assist them in completing the actual eCampus-Based Reallocation Form that will be submitted when the electronic form becomes available.

We expect the 2015-2016 Campus-Based Reallocation Form will be available no later than August 1, 2016 when the eCampus-Based (eCB) Web site has been updated with the annual system rollover.

Note: The school must complete and submit the 2015-2016 Reallocation Form through the eCB Web site at https://cbfisap.ed.gov. No paper submissions will be accepted.

Accessing and Submitting the Campus-Based Reallocation Form via the eCB Web site

To access the Campus-Based Reallocation Form, log in to the eCB Web site and select the "Setup" link on the top navigation bar. Select the "Reallocation Form" link on the top right side of this page. From that point, follow the instructions for completing the form.

After completing the Campus-Based Reallocation Form, click on the "Submit" button. You can verify submission by viewing the Submission Log on your eCB Self-Service page.

Reallocation Process and Impact to Minimum Seven Percent Community Service Expenditure of the FWS Federal Funds

FWS federal funds released on the Campus-Based Reallocation Form by the deadline date will not be included in the calculation of the requirement to spend at least seven percent of the FWS allocation to pay the federal share of compensation to students employed in community service positions.
