Subject: Draft 2017-2018 FISAP, Instructions, and Technical Reference

The Fiscal Operations Report for 2015-2016 and Application to Participate for 2017-2018 (FISAP) in the Campus-Based programs is currently being revised. We are providing the attached draft versions of the FISAP, accompanying instructions, and technical reference so that schools can prepare the information needed for submission of the school’s FISAP next fall. The final 2017-2018 FISAP will be available in August 2016.

The due date for the submission of the 2017-2018 FISAP is September 30, 2016.

Changes to the FISAP

Award year and date references as well as the public reporting burden estimate have been updated. There have been no changes to data collected on the FISAP form.

Changes to FISAP Instructions

In addition to updates to the annual award year, date references, acronyms, and hyperlinks, the following changes have been made to the FISAP Instructions:

  • The Legal Reason you Must Complete the Application to Participate

    The Disclosure of Estimated Burden statement has been revised.

  • Introduction to the FISAP

    Because October 1, 2016 falls on Saturday, the due date for the FISAP has been updated to Friday, September 30, 2016. In addition, a note to participating Work Colleges Schools has been added to clarify reporting guidance.

  • Part II, Section B

    Clarification has been added to information concerning discontinuing participation in the Federal Perkins Loan Program.

  • Part II, Section D

    A note concerning reporting graduate level data has been added.

  • Part III, General Information/General Instructions

    Clarification has been added concerning activities reported on a final FISAP through Phase 4 of the final closeout process within the eCampus-Based (eCB) System. Clarification has also been added concerning information about returning excess funds to the Department of Education and the closeout process.

    "Blue Book" references were removed.

  • Part V, General Information

    A note to participating Work Colleges Schools has been added to clarify reporting guidance.

  • Part V, Section B

    Notes have been added concerning transferring funds between Federal Work-Study (FWS) and the Work Colleges program.

  • Part V, Section G

    A note to participating Work Colleges Schools has been added to clarify reporting guidance.

  • Appendix A

    Information concerning a school’s eligibility to receive a waiver for the FWS/FSEOG Institutional-Share requirement has been revised.

  • Appendix B

    Instructions for using EDExpress to print FISAP reports have been updated.
