Subject: TPD Discharge Information - Guaranty Agency Assignment Procedures (March 2016)
In this announcement, we provide procedures that Federal Family Education Loan (FFEL) Program guaranty agencies will follow when submitting all Total and Permanent Disability (TPD) discharge assignments to the Nelnet Total and Permanent Disability Servicer under the TPD regulations.
While minor updates have been made only to Appendix I and Appendix II, we are re-posting all TPD assignment guidance to ensure guaranty agencies have the most current information in one place. These procedures replace all previous versions (last posted in June 2013).
Components of Total and Permanent Disability Discharge Assignment Procedures
The TPD discharge assignment procedures that guaranty agencies follow are attached in PDF format at the end of this announcement. The six components are:
Procedures – Provides all operational instructions. Other than removing page 2 (the summary of 2013 changes), this document has not changed from the 2013 version.
Appendix I – Assignment File Format: Provides the assignment file format for TPD assignments submitted electronically. This file has been updated to include a new value related to loan rehabilitation in field #1429.
Appendix II – Assignment Form: Provides the TPD assignment form and instructions for assignments that are submitted manually (on paper). This appendix has been updated to include a new value related to loan rehabilitation in field #87.
Appendix III – SAIG Record Specifications: Provides record specifications for submitting assignments through the Student Aid Internet Gateway (SAIG). This appendix has not changed from the 2013 version.
Appendix IV – Manifest Instructions: Contains instructions for the manifest that must accompany hard copy files, including a revised Sample Manifest. This appendix has not changed from the 2013 version.
Appendix V – Co-made Loans and Endorsers: Explains the required handling of joint consolidation loans, co-made PLUS loans, and endorsers who are disabled. This document has not changed from the 2013 version.
