Subject: Re-distribution of FY 2013 3-Year Draft Cohort Default Rates Accompanying Data

In a February 16, 2016 Electronic Announcement posted on the Information for Financial Aid Professionals (IFAP) Web site, the Department of Education (the Department) announced the release of the FY 2013 3-year draft cohort default rates to all eligible domestic and foreign schools. In this announcement we explained that all schools, both domestic and foreign, enrolled in the Electronic Cohort Default Rate (eCDR) Process will receive their FY 2013 3-year draft cohort default rates and accompanying documentation via their Student Aid Internet Gateway (SAIG) mailbox.

On February 29, 2016, the Department sent out the eCDR notification package to all eligible schools. The reader-friendly Loan Record Detail Report (LRDR) (sent in message class SHCDRROP) and the extract-type LRDR (sent in message class SHCDREOP) that schools received mistakenly included the FY 2012 3-year official cohort default rates and accompanying documentation, rather than the FY 2013 3-year draft cohort default rates and accompanying documentation.

The CDR Cover Letter (sent in message class SHDRLROP) contained the accurate FY 2013 draft cohort default rate information for schools.

For both eligible domestic and foreign schools enrolled in the eCDR process, we will re-distribute the FY 2013 draft cohort default rates backup detail. This information will be sent to the SAIG mailbox for the destination point administrator designated by the school. We anticipate that the eCDR re-distribution packages will be delivered to schools’ SAIG mailboxes within 24 hours from the date of this electronic announcement.

Each eCDR re-distribution package will contain the following information:

  • Reader-Friendly Loan Record Detail Report (message class SHCDRROP)

  • Extract-Type Loan Record Detail Report (message class SHCDREOP)

Schools will therefore find both the draft FY 2013 and official FY 2012 LRDRs in their mailboxes. We will provide more information about the distribution of the FY 2013 3-Year draft rates and the begin dates for appealing the draft rates in a forthcoming electronic announcement on the IFAP Web site.

Any school not enrolled in the eCDR process may download their cohort default rate and accompanying documentation from the National Student Loan Data System (NSLDS&reg) via the NSLDS Professional Access Web site. The draft cohort default rate is found on the last page of the LRDR.

The Department apologizes for any inconvenience this issue may have caused schools.
