FSA administers funds for Federal student financial assistance to help students and families pay for the cost of postsecondary education. FSA is the nation’s largest source of postsecondary education financial aid. FSA educates students and families about the process for obtaining aid, processes millions of aid applications, and disburses billions of aid dollars. FSA administers billions of dollars in existing guaranteed loans, services tens of millions of accounts, and partners with schools, financial institutions and guaranty agencies to prevent fraud, waste, and abuse.

NOTE: This position is in the excepted service. It is a Senior Manager position filled under the authority of P.L. 105-244; Sec 141(e). This position is not in the competitive service and grants no eligibility to move to the competitive service. This excepted service appointment is not subject to the competitive service hiring requirements. The position is subject to a trial period; 1 year for a veteran; 2 years for a non-veteran.

DESCRIPTION:
The Enterprise Data office is located in the Office of the Chief Operating Officer, and is responsible for the establishment and maintenance of the Federal Student Aid Enterprise Data Warehouse, which is the repository for information on FSA's financial aid programs, as well as FSA's overall data policies and standards. The office is responsible and accountable for data analytics activities, to include large-scale analytical studies, modeling, statistical analyses, and forecasting. The information will be used to study and forecast information about FSA's programs, including the possible outcomes of various operational decisions and regulatory or programmatic changes. Further, the office will fulfill data requests and respond to inquiries.

The Deputy Chief Data Officer, in conjunction with the Chief Data Officer, manages the Enterprise Data Office, located in the Office of the Chief Operating Officer, Federal Student Aid. The office is responsible for the establishment and maintenance of the Federal Student Aid Data Warehouse, which is the repository for information on FSA’s financial aid programs, as well as FSA’s overall data policies and standards. The office is also responsible for data analytics activities, to include large scale analytical studies, modeling, statistical analyses, and forecasting. The information will be used to study and forecast information about FSA’s programs, including the potential outcomes of various operational decisions and regulatory or program changes. The office will fulfill data requests and respond to inquiries. The position reports to the Chief Data Officer and shares the responsibility to provide leadership, strategic management and direction to the office. Much of the position’s focus is on providing oversight of the data warehouse activities. The student loan portfolio exceeds $1 trillion and the number of borrowers is about 41 million so the data warehouse and analytical activities are extensive and complex. The program has a high degree of public attention.

REQUIRED QUALIFICATIONS:
To qualify for this position, the applicant must have a work history which includes progressively responsible data analytics work including management of a data warehouse and analytics function for a large organization. Work history must demonstrate application of information technology knowledge and expertise regarding data warehouse operations, as well as knowledge of statistics and mathematics concepts and principles as related to data analytics functions.
