Subject: Final Regulations Implementing the Violence Against Women Act

On June 20, 2014, the Secretary published a Notice of Proposed Rulemaking (NPRM) (79 FR 35417) in the Federal Register to implement changes the Violence Against Women Act (VAWA) made to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (the Clery Act). The NPRM proposed changes to the regulations governing the collection of crime statistics and the required elements of an institution’s annual security report. The proposed changes resulted from the consensus reached during negotiated rulemaking sessions held between January and April of 2014.

Today, October 20, 2014 the Secretary published in the Federal Register the final regulations developed after the Department’s review of public comments received in response to the June 20, 2014 NPRM. We believe that by providing transparency through added reporting requirements; requiring campuses to prevent dating violence, domestic violence, sexual assault, and stalking through prevention and awareness programs and campaigns; and strengthening protections for victims, these final regulations will prove to be a significant asset in curbing incidents of sexual assault, domestic violence, dating violence, and stalking on our nation’s campuses.
