Subject: EDExpress 2014-2015, Release 3.0 Update Available to Resolve Issue with Originating PLUS/Grad PLUS Loans Created by Importing PLUS Application Acknowledgment (CRSP15OP)

As described in the July 2, 2014 electronic announcement posted to the Information for Financial Aid Professionals (IFAP) Web site, we identified an issue in the recently posted EDExpress for Windows 2014-2015, Release 3.0 that is incorrectly preventing the origination of Federal Direct PLUS and Grad PLUS loan records created as a result of importing a PLUS Application Acknowledgment (message class CRSP15OP) into Release 3.0, even if all required data elements are present on the record.

We have posted an updated program file to the Department’s Federal Student Aid Download (FSAdownload) Web site (located at https://www.fsadownload.ed.gov) to resolve this issue in Release 3.0. See the message sections below for additional information and tips on loading this program file to your system.

Note: This issue only impacts PLUS and Grad PLUS records created as a result of importing a PLUS Application Acknowledgment file into the Direct Loan module of EDExpress 2014-2015, Release 3.0. If you do not use the Direct Loan module or the PLUS Application Acknowledgment files with Release 3.0, you can disregard this message.

Loading the EDExpress Program File to Your System

You can resolve the issue preventing the origination of PLUS and Grad PLUS records in Release 3.0 by downloading and saving a dynamic link library (DLL) file called CODImportExport15.dll to your EDExpress workstation(s).

Note: The July 2, 2014 electronic announcement incorrectly cited the new Enrollment Status field in the Direct Loan module as one of the causes of the issue resolved by loading the new CODImportExport15.dll file. The Enrollment Status value, which is now required for all Direct Loan anticipated and actual disbursements for all loan types, is not included in PLUS Application Acknowledgment files and was not the cause of the origination issue in Release 3.0. You should continue to provide an Enrollment Status value in Release 3.0 for PLUS and Grad PLUS records created by importing a PLUS Application Acknowledgment.

The CODImportExport15.dll file should be copied into the EDExpress for Windows 2014-2015 program directory of all PC workstations in your office that have Release 3.0 installed. You will need to overwrite the existing version of the CODImportExport15.dll file installed with Release 3.0 with the newer version posted to the FSAdownload Web site.

To download the CODImportExport15.dll program file, go to https://www.fsadownload.ed.gov, click the “Software and Associated Documents” link, and select “EDExpress for Windows 2014-2015, Release 3.0.” On the “EDExpress 2014-2015” page, you can initiate the download of the program file by clicking the “CODImportExport15.dll” link under the “Software” section.

You will receive a message asking if you want to open the file or save it to your computer. You should choose to save the file to your computer. Save the CODImportExport15.dll to the program directory for EDExpress for Windows 2014-2015 on each PC running Release 3.0. For most users, this is the default directory of C:\Program Files\EDESuite\EDExpress for Windows 2014-2015 (unless you changed this location during the installation process).

You do not need to reboot your PC(s) once the copy procedure is complete in order to resume using EDExpress 2014-2015.

Additional Tips for Loading EDExpress Program File

Note the following additional tips when loading the CODImportExport15.dll program file to your PC workstation(s):

  • Be sure to close EDExpress 2014-2015 on your PC(s) before performing the download and copy procedure.
  • You must have admin rights to the PC workstation(s) running EDExpress 2014-2015 in order to overwrite the existing program file.
  • During the copy procedure, you will receive a prompt asking if you want to replace the existing CODImportExport15.dll file with the new version you are downloading. You should click “Yes” and allow Windows to overwrite the file.
  • If you receive a message indicating you cannot overwrite the file (usually due to a “sharing violation”), restart your computer and try again. Windows may think the file is in use until you restart.
  • If your EDExpress 2014-2015 database is installed on a network drive, and you have multiple PC workstations accessing that database, you must load the appropriate program file to EACH workstation.
