Subject: TPD Discharge Information - Transition to New SAIG Service for Total and Permanent Disability Discharge Loan Holder Notification File Delivery

In a May 24, 2013 Electronic Announcement posted to the Information for Financial Aid Professionals (IFAP) Web site, we provided operational guidance about the Total and Permanent Disability Loan Holder Notification (TPD LHN) File used in Total and Permanent Disability (TPD) Discharge processing. The TPD LHN File is the primary form of communication of TPD discharge information between the Nelnet Total and Permanent Disability Servicerand loan holders.
In this announcement, we provide information about a change in the delivery options for the TPD LHN File and the transition to move all entities receiving the TPD LHN File via e-mail to begin receiving the TPD LHN File via the Student Aid Internet Gateway (SAIG). The transition will take place in 2014 as explained below.

Transition of TPD LHN File Delivery to SAIG
To date, Federal Family Education Loan (FFEL) Program guaranty agencies have had the option of receiving the TPD LHN File through the SAIG or via e-mail to a designated contact. FFEL Program lenders or lender servicers and Federal Perkins Loan (Perkins Loan) schools have received the notification file via e-mail to a designated contact.
We have implemented a process improvement that will allow all entities to receive the TPD LHN File via the SAIG. To do so, each entity must enroll for a new service for the appropriate Destination Point (TG number/SAIG mailbox) through the SAIG Enrollment Web site. The new service is identified as the Total and Permanent Disability (TPD) Loan Holder Notification service. Instructions for adding the new service are described in the attachment titled “TPD Loan Holder Notification File Overview.”
Later in 2014, we plan to end the e-mail delivery option for the TPD LHN File (and, in the case of FFEL Program guaranty agencies, we will no longer use the ‘Borrower Services’ section for election of the TPD LHN service). As a result, we encourage all entities to enroll for the new service as soon as they are able.
Enrollment for the new service will be available as follows:
Available Now – FFEL Program lenders and lender servicers and Federal Perkins Loan schools can enroll for the new service via the SAIG Enrollment Web site. FFEL Program guaranty agencies will continue to receive the TPD LHN File under their current method, SAIG or e-mail to a designated contact.
July 2014 –FFEL Program guaranty agencies can enroll for the new service via the SAIG Enrollment Web site. If a FFEL Program guaranty agency is currently receiving the TPD LHN File via the SAIG, it will need to re-enroll by adding the new service after the July 2014 implementation.
