Subject: 150% Direct Subsidized Loan Limit: Electronic Announcement #9 - Availability of New NSLDS Enrollment Reporting File Layouts (UPDATED)

Note: The date by which schools will be required to use the new enrollment reporting file layouts has been extended from July 1, 2014 to October 1, 2014. Refer to Dear Colleague Letter GEN-14-07, posted on April 14, 2014, for complete information.

On November 25, 2013, we released draft versions of the New NSLDS Enrollment Reporting File Layouts. Updated layouts, in both fixed-width and comma separated values (CSV) format, are now available in the NSLDS Record Layouts section of the Information for Financial Aid Professionals (IFAP) Web site.

The changes from the draft file layouts are described below.

For the '001' Campus-Level record type:

  • We added the Program Indicator field.

  • We updated the attribute names for the Student Address fields.

  • We removed Filler from positions 21-22, 174-175, and 321-321 in the fixed-width format, and corresponding filler from the CSV format.

For the '002' Program-Level record type:

  • We updated the value descriptions for the Special Program Indicator field.

For all record types:

  • A Mandatory/Optional column has been added to all fields to identify submission requirements. For the '001' Campus-Level record type, the student's phone number fields are considered optional; however, if reported, all associated fields must be populated. The same is true for the entire '003' Email Address record type. The record type is considered optional, however, if an e-mail address is reported, all fields in the record must be populated.

  • A new field called "File Type Offset" has been added to each record type in the CSV file layout. The purpose of this field is to allow schools that are importing the CSV file into a spreadsheet to have the data field columns of each record type align to a unique column header for each data field. This will make updating the file easier for those who use the Spreadsheet Submittal process.

Reminder

Schools may begin using the new file layouts (fixed-width or CSV) no earlier than April 14, 2014. However, all schools must begin using one of the new enrollment reporting file layouts, and begin reporting program-level enrollment information, by July 1, 2014.
