Subject: Recruitment Announcement

The U.S. Department of Education, Federal Student Aid (FSA), is recruiting to fill the position of Deputy Chief Operating Officer (DCOO). FSA ensures that all eligible Americans have access to federal financial assistance for education or training beyond high school. The federal student financial assistance programs collectively represent the nation’s largest source of federal financial aid for postsecondary students with a loan portfolio of approximately $1 Trillion. FSA has approximately 1,250 full-time employees located nationwide, supplemented by thousands of contractors to assist in delivering on FSA’s mission. In FY 2013, FSA processed almost 21 million Free Applications for Federal Student Aid (FAFSA), resulting in the delivery of over $137 Billion in Title IV aid to over 14 million postsecondary students and their families. These students attend approximately 6,200 active institutions of postsecondary education.

The DCOO shares with the Chief Operating Officer the responsibility for managing FSA, the federal organization delivering student aid under Title IV of the Higher Education Act of 1965, as amended. High level managerial experience overseeing a complex financial lending organization with a large portfolio is critical; an understanding of the student loan industry, and the ability to manage budgetary and human resources in the public sector would be highly desirable for this position. This is an excepted service senior manager position in federal service.
